Office of the Deputy Assistant Secretary of Defense for
Countering Weapons of Mass Destruction

Mission:  

Support the Under Secretary of Defense for Policy and Assistant Secretary of Defense for Global Strategic Affairs by developing strategies, policies, and overseeing the execution of approved policies and programs regarding Chemical, Biological, Radiological and Nuclear (CBRN) defense, Weapons of Mass Destruction (WMD)/missile proliferation, and global threats.

Goals:

 
  • prevent and counter global trafficking in WMD/missiles;
  • protect and defend against WMD use and the proliferation of WMD; and respond by preparing for a post-WMD environment,  and
  • helping countries to build capacity and control ungoverned spaces, and
  • attacking networks across all threats.

Countering Weapons of Mass Destruction Missions, includes:

 
  • Non-Proliferation:  International negotiations (e.g., Organization for the Prohibition of Chemical Weapon {OPCW}, North Korea), compliance certification of DoD programs
  • WMD Interdiction:  Stop WMD-related shipments through Proliferation Security Initiative (PSI), UN Security Council resolutions against Iran and North Korea, Maritime Counterproliferation Interdiction executive order
  • Border Security:  WMD capacity-building, Central Asia, Former Soviet Union (FSU)
  • Information Sharing:  Pivot off of existing programs to widen information sharing networks
  • Policy Guidance Requiring Development of Capabilities:  Joint Task Force for Elimination, Interdiction, Transformational Medical Technology Initiative
  • Building International CBRN Defense Capabilities:  Foreign Consequence Management, Elimination, Biodefense (NATO, Asia-Pacific, Middle East), Installation Protection Program
