The Office of the Deputy Assistant Secretary of Defense for Plans is the principal civilian advisor to the Deputy Under Secretary of Defense for Strategy, Plans and Forces in producing strategic guidance for the development of campaign and contingency plans and oversees the development of these plans

Mission

  • Coordinate, schedule, analyze, execute and record In-Progress Review of Campaign and Contingency Plans for Secretary of Defense and Under Secretary of Defense for Policy
  • Advise, coordinate and promulgate SecDef authorization to share military plans and information as requested by the Director Joint Staff, Government Accountability Office or through the Freedom of Information Act request

  • Formulate, coordinate, publish and promulgate Strategic Guidance Statements where short-term changes to the strategic environment require significant alteration of the Secretary of Defense direction

  • Respond, coordinate, publish, advice the Secretary of Defense on discrete planning events where rapid changes to the strategic environment require immediate Planning Order (PLANORD) or Execute Order (EXORD) guidance

  • Formulate and coordinate Global Defense Posture (GDF) strategy and policy
  • Lead DoD efforts to develop standards for assessment and strategic communication as applied to campaign support plans

Deputy Assistant Secretary of Defense for Plans:

Victorino Mercado

Vic Mercado serves as the Deputy Assistant Secretary of Defense for Plans. He is responsible for development of Department of Defense contingency planning guidance and oversight of plan reviews for the Secretary of Defense. He also manages and provides oversight of global force management policy and global posture planning.
