Office of the Special Coordinator for Afghanistan

Mission: The Special Coordinator for Afghanistan (OSCA) is the principal advisor to the Under Secretary of Defense for Policy on all defense policy matters that support the U.S. objective to prevent Afghanistan from being used as a terrorist safe haven, DoD support to the legislative Afghanistan War Commission, and interagency coordination to relocate former Afghan Allies and eligible Afghans under the President’s Enduring Welcome Program.

Enduring Welcome

  • Enduring Welcome is the U.S. Government’s long-term resettlement program which relies on standard immigration pathways for immigrant visa, Afghan Special Immigrant Visa, and refugee admissions programs.  Enduring Welcome is a high-priority, multi-year effort that requires DoD component coordination, involvement, and active oversight to effectively manage the health of the force.
