Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction

The mission of the Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction (CWMD) is to support the Under Secretary of Defense for Policy and Assistant Secretary of Defense for Homeland Defense & Global Security by developing and overseeing the implementation of all Countering Weapons of Mass Destruction (CWMD) strategies and policies to include preventing the proliferation of WMD and WMD-related materials; the DoD Cooperative Threat Reduction (CTR) Program; Chemical, Biological, Radiological and Nuclear (CBRN) defense; and advancing global mobility through freedom of navigation policy.


Countering Weapons of Mass Destruction Responsibilities include:

  • Multilateral WMD arms control (i.e. Nuclear Nonproliferation Treaty, Chemical Weapons Convention, and Biological and Toxin Weapons Convention).
  • WMD interdiction support; the Proliferation Security Initiative (PSI); and shaping and implementing CWMD-related elements of United Nations Security Council Resolutions, to include those focused on North Korea.
  • Through the Cooperative Threat Reduction Program and other DoD authorities, build partner capacity to reduce and respond to nuclear, chemical, and biological threats (i.e. enhanced border security, the Global Health Security Agenda, and CBRN response).
  • Guidance to deliberate and contingency planning for countering WMD threats.
  • Response to International CBRN incidents.
  • Advocate for CWMD capability development.
  • Coordinate with NATO and key bilateral partners on CWMD policy priorities.

Freedom of Navigation (FON)

Goals

Work with stakeholders and partners to:

  • Prevent the acquisition or use of WMD, WMD-related materials, or delivery systems;
  • Contain and reduce WMD threats; and
  • Respond to crises involving WMD or pathogens of security concern.

Leadership

David Lasseter, Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction 

David F. Lasseter serves as the Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction (CWMD).  In this role he supports the Under Secretary of Defense for Policy and Assistant Secretary of Defense & Global Security by developing and overseeing the implementation of strategies and policies of all Countering Weapons of Mass Destruction policy issues, to include preventing the proliferation s of WMD-related materials; the DoD Cooperative Threat Reduction (CTR) Program; and Chemical, Biological, Radiological and Nuclear (CBRN) defense; and, overseas Oceans Policy for the Department which includes advancing global mobility through freedom of navigation policy.
